Introduction

2016 will be a crucial year for the evaluation community. It will see several major processes going through as new start.

With the adoption of the UN General Assembly Resolution on evaluation capacity building (A/RES/69/237), the celebration of 2015 International Year of Evaluation and the launch of the 2030 Agenda for Sustainable Development in 2015, as well as the Humanitarian Summit taking place in May 2016, UNEG and the international evaluation community have a significant opportunity to continue bringing evaluation to the forefront of development.

The new 2030 Agenda, in particular, shapes the sustainable and “no one left behind” development discourse and action for the next 15 years. It indicates that the follow-up and review processes of the implementation of the Agenda will be informed by country-led evaluations and data. It also calls for strengthening national evaluation programs as part of the efforts envisioned to enhance capacity-building support for developing countries.

In this context, the High-level Event, held during the 2016 United Nations Evaluation Group’s Evaluation Week, will be titled “Evaluation Fit for the 2030 Agenda for Sustainable Development: no one left behind”. In generating evidence on what works and what does not, for whom and in what circumstances. Evaluation provides context for data, answers important questions for stakeholders, and offers evidence-based guidance for decision makers to help strengthen development results. The High-level Event will examine the role of evaluation and monitoring in the implementation of the new 2030 Agenda and will explore how to strengthen national evaluation capacities, by addressing the following key questions:

  • How can we ensure that the implementation of the 2030 Agenda, including its call for leaving no one behind, is guided by evidence generated by evaluation? What does it take to make the SDGs evaluable? Why are these issues important?
  • How do we ensure that the evaluation of the implementation of the SDGs is owned and led at the country level through inclusive and multi-stakeholders processes? How to strengthen national evaluation systems so that they can capture those left behind?
  • The first-ever World Humanitarian Summit will take place in Istanbul on 23-24 May 2016. This is a global call. What role can evaluation play in the transition from humanitarian to development?

The United Nations Evaluation Group (UNEG) is a professional network that brings together the offices responsible for evaluation in the UN system, including the specialized agencies, funds, programmes and affiliated organizations. UNEG currently has 46 such members and 4 observers. UNEG aims to foster independence, credibility and usefulness of the evaluation function across the UN system, promote the importance of evaluation for learning, decision-making and accountability, and support the evaluation community in the UN system and beyond.
